    Issue Details: Provides that, within twenty-four hours after receiving notification from a licensed veterinarian or a pet animal owner of

    an outbreak of an infectious disease at a licensed pet care facility, the pet care facility shall make every reasonable attempt

    to notify all individuals who own a pet animal that is in the possession of the pet animal facility or who used the pet

    animal facility during the reported outbreak and incubation period by:

    (1) Posting notice in a conspicuous location on the pet care facility premises;

    (2) Posting notice on the pet care facility's website, if one exists; or

    (3) Directly contacting a pet animal owner through any means available.

    Provides that a pet animal facility shall disclose information regarding any outbreak of an infectious disease that occurred

    at the pet animal facility within the past year to any pet animal owner who requests such information.

    For purposes of this section:

    "Pet animal facility" means a pet care facility licensed pursuant to this Article 80 that is used in whole or in part for the

    purpose of pet animal day care or boarding, grooming, or training pet animals.

    Issue Summary: The "Clinton Pet Care Notification Act" amends Title 35 (Agriculture), Article 80 (Pet Animal Care & Facilities Act) of

    Colorado Revised Statutes, Section 35-80-108 (Unlawful Acts - Short Title - Disclosure Requirement - Definitions) to

    provide infectious disease outbreak notification requirements for pet animal facilities licensed under the "Pet Animal Care

    and Facilities Act".

    "Grooming facility" means any place, [other than a commercial kennel, which] INCLUDING ANY VEHICLE OR

    TRAILER, THAT is maintained as a business where dogs are groomed.

    "Training facility" means any place [, other than a commercial kennel or grooming facility, which] THAT is maintained as

    a business where dogs are trained.

    Chapter 436 addition:

    Adds provision that no pound shall sell or give away any unspayed or unneutered dog or cat to any person unless such

    pound receives forty-five dollars from the person buying or adopting such dog or cat.

    Provides that funds received pursuant to this section shall be paid quarterly by the municipality into the Animal

    Population Control Account.

    Issue Summary: Amends Title 22 (Agriculture & Domestic Animals), Chapter 435 (Dogs and Other Companion Animals-Kennels & Pet

    Issue Details: Provides that the Commissioner of Agriculture shall create an electronic dog licensing form to be used by the Department

    of Agriculture to electronically process dog licenses.

    Provides that the Commissioner shall distribute information about such electronic form to veterinarians and the operators

    of pet shops, pet grooming facilities, municipal pounds or dog training facilities who voluntarily agree to make such

    information available for the convenience of dog owners.

    Provides that the Commissioner of Agriculture shall, not later than 30 days after the Department of Agriculture's receipt

    electronic receipt of fees for dog licenses and tags, remit to each town clerk 25% of each license fee paid electronically to

    the department for each dog licensed within such town.

    Provides that the Commissioner of Agriculture shall keep a separate dog licensing fee account consisting of all fees

    received and expended by the commissioner in accordance with the provisions of this chapter.

    Issue Summary: An Act to amend Title 22 (Agriculture, Domestic Animals), Chapter 435 (Dogs and Other Companion Animals, Kennels

    & Pet Shops) to authorize the issuance of on-line dog licenses from the Department of Agriculture in addition to the

    current town clerk process for receiving such licenses.

    Issue Details: Provides that there shall be a Board of Registration of Pet Groomers to be appointed by the Governor consisting of 5

    members, citizens of the Commonwealth, 4 of whom shall have been actively engaged in the business of pet grooming as

    a full-time occupation for not less than 5 years prior to their appointment and 1 of whom shall be a representative of the public.

    Provides that no person shall practice as a pet groomer unless registered with the board.

    Provides that a person who is not less than 18 years of age, of good moral character and who meets the applicable

    qualifications and requirements for registration as a pet groomer, as established and adopted by the Board, shall, upon

    application and payment of a fee, as determined annually by the Secretary of Administration be registered as a pet groomer.

    Provides that a pet groomer shall register biennially and shall pay a biennial registration fee determined under this

    section; provided, however, that the Board may issue an initial registration for not more than 2 years.

    Provides that the Board shall promulgate rules and regulations related to the safety, sanitation and operation of a pet

    grooming business and shall consider the Professional Pet Groomers & Stylists Alliance standards of care, safety and sanitation when promulgating such rules and regulations.

    Provides for recordkeeping requirements, penalties, and license suspension and revocation provisions.

    For purposes of this section:

    “Pet groomer” means an individual who clips, trims, styles, bathes, brushes, dries or performs other services, as

    determined by the board, on a pet for compensation.

    “Pet grooming business” means a person, corporation, firm, proprietorship or other entity, operating as or operated by a

    registered pet groomer, where a pet may be clipped, trimmed, styled, bathed, brushed, dried or have other services

    performed on, as determined by the Board, and provides these services in a commercial building, mobile unit or property

    owned or operated by the business or client.

    Issue Summary: Amends Part 1 (Administration of the Government), Title II (Executive & Administrative Officers of the

    Commonwealth), Chapter 13 (Division & Boards of Registration) of MA General Laws to: 1) Establish a Board of

    Registration for Pet Groomers; and 2) Promulgate rules and regulations for pet groomer standards of care.
